Director of Enforcement
Shawn Walker

As Director of Enforcement, Walker is responsible for field operations, administration, training, compliance and special operations. Prior to his current position, Walker served as ABC’s director of field operations from 2010–2012, as deputy director of field operations from 2004–2010, and before that was ABC’s special agent in charge of education, training and industry matters. He first served with ABC as a special agent in the Chesapeake Regional Office. Walker began his enforcement career as a patrol officer with the Old Dominion University Police Department. He earned a bachelor’s degree in criminal justice from Old Dominion University, and an MBA from Averett University in Danville. He is a graduate of the FBI National Academy, the Police Executive Leadership School at the University of Richmond, and the Commonwealth Management Institute at Virginia Commonwealth University.

Deputy Director of Field Operations
Chris Goodman

As Deputy Director of Field Operations, Goodman is responsible for field investigations and all regional offices. Prior to his current position, Goodman served as a special agent in charge of ABC’s Roanoke Regional Office from 2009–2012, as an assistant special agent in charge of the same region from 2006–2009, and was a special agent in the Chesapeake and Roanoke regional offices from 2000–2006. Goodman began his law enforcement career as a police officer with the Kingsport Police Department in Kingsport, Tenn., and then became a special agent with the Tennessee Bureau of Investigation. He holds a master’s degree in criminal justice administration from Radford University, and a bachelor’s degree in political science from the University of Tennessee. He is a member of several professional associations, including the Virginia Association of Chiefs of Police and the U.S. Attorney’s Office Anti-Terrorism Advisory Council. He is also a graduate of the Professional Executive Leadership School (PELS) in Richmond.

Deputy Director of Administration
Francis J. Monahan

As Deputy Director of Administration, Monahan is responsible for security, license records management and budget. Prior to joining the bureau in 2005, Monahan had a 27-year career with the Richmond Police Department (RPD). There, he was a major in charge of special services and responsible for all homicide and narcotic investigations, personnel, training and development, as well as all specialized units including traffic, mounted, K-9, aviation, motorcycles, school resource officers, homeland security and emergency services. He has received many citations and commendations during his career, including the Medal of Valor and Police Medal. Monahan graduated from the University of Richmond, and earned a master’s degree in criminal justice from Virginia Commonwealth University. He is a graduate of the FBI National Academy.
