Regent University School of Law Graduate Becomes ABC Chairman

- Insley began law career as a commonwealth’s attorney in Newport News and Virginia Beach.

RICHMOND J. Neal Insley, a Regent University School of Law graduate, assumed the role of chairman and commissioner of the Virginia Department of Alcoholic Beverage Control (ABC) May 10 after being appointed to the Board by Gov. Robert F. McDonnell.
Insley previously served as an attorney and ABC special agent, accumulating more than 14 years of in-depth experience in alcohol-related laws, regulations and procedures.
Before earning his law degree from Regent University, Insley graduated from Virginia Commonwealth University. A former Virginia marine police officer and ABC special agent, Insley most recently served as an attorney with the LeClair Ryan law firm in Virginia Beach, where he was involved in alcohol-related licensing and disciplinary issues. Prior to joining LeClair Ryan, Insley had his own law practice concentrated in ABC law.
After graduating from law school, Insley began his law career as an assistant commonwealth's attorney in Newport News and Virginia Beach.
