VCU Graduate Becomes ABC Chairman

RICHMOND – J. Neal Insley, a Virginia Commonwealth University (VCU) graduate, assumed the role of chairman and commissioner of the Virginia Department of Alcoholic Beverage Control (ABC) May 10 after being appointed to the Board by Gov. Robert F. McDonnell.

Insley previously served as an attorney and ABC special agent, accumulating more than 14 years of in-depth experience in alcohol-related laws, regulations and procedures.

After graduating from VCU, Insley received his law degree from Regent University School of Law. A former Virginia marine police officer and ABC special agent, Insley most recently served as an attorney with the LeClair Ryan law firm in Virginia Beach, where he was involved in alcohol-related licensing and disciplinary issues. Prior to joining LeClair Ryan, Insley had his own law practice concentrated in ABC law.

After graduating from law school, Insley began his legal career as an assistant commonwealth's attorney in Newport News and Virginia Beach.
