As Director of Administration, Monahan is responsible for bureau policy, budget, professional standards and internal investigations, security, and license records management. Prior to joining the bureau in 2005, Monahan had a 27-year career with the Richmond Police Department (RPD). There, he was a major in charge of special services, and responsible for all homicide and narcotic investigations, personnel, training and development, as well as all specialized units including traffic, mounted, K-9, aviation, motorcycles, school resource officers, homeland security and emergency services. He has received many citations and commendations during his career, including the Medal of Valor and Police Medal. Born in New York City, Monahan graduated from the University of Richmond, and then earned a master's in Criminal Justice from Virginia Commonwealth University. He is a graduate of the FBI National Academy. |
As Director of Field Operations, Walker is responsible for field investigations, industry compliance, training and education. Prior to his current position, Walker served as ABC's deputy director of field operations from 2004-2010, and before that was ABC's special agent in charge of education, training and industry matters. He first served with ABC as a special agent in the Chesapeake Regional Office. Walker began his enforcement career as a patrol officer with the Old Dominion University Police Department. He earned a bachelor's degree in Criminal Justice from Old Dominion University, and an MBA from Averett University in Danville. He is a graduate of the FBI National Academy, the Police Executive Leadership School at the University of Richmond, and the Commonwealth Management Institute at Virginia Commonwealth University. |
