Governor Robert F. McDonnell appointed J. Neal Insley chairman and commissioner of the Virginia Department of Alcoholic Beverage Control (ABC) in May 2010.

Insley is a graduate of Virginia Commonwealth University and Regent University School of Law. A former Virginia marine police officer and ABC special agent, Insley most recently served as an attorney with LeClairRyan in Virginia Beach, where he was involved in alcohol-related licensing and disciplinary issues, and developed an in-depth knowledge of ABC laws, regulations and procedures. Prior to that, Insley had his own law practice concentrated in ABC law, and represented clients ranging from sole proprietorships to national chain restaurants, distributors and manufacturers of alcohol. After graduating from law school, Insley first served as an assistant commonwealth's attorney in Newport News and Virginia Beach. He received the 2009 and 2010 "Rising Star" distinction in administrative law by Super Lawyers magazine.
