Jeffrey Painter Judy Napier Henry L. Marsh III
Jeffrey Painter was designated Chairman of the Virginia Department of Alcoholic Beverage Control by Governor Terry McAuliffe in April 2014 after serving as Commissioner since January 2014. Painter has more than twenty years of senior executive leadership experience in the public and private sectors, including serving at the Virginia Department of Alcoholic Beverage Control as Legislative and Regulatory Coordinator from 2006–2008 and Chief Administrative Officer from 2008–2010. His other service includes Executive Director of the Virginia League of Conservation Voters and owner of Property Partners, a small business managing and investing in vacation properties. A native of Page County, Painter graduated from Emory and Henry College. Judy Napier was appointed Commissioner of the Virginia Department of Alcoholic Beverage Control by Governor Terry McAuliffe in January 2014. Napier most recently served as Director of Business Development for the information technology firm CGI Group's Virginia sector. Before that she served as Assistant Secretary and Deputy Secretary of Technology in the administrations of Governors Mark Warner and Tim Kaine. She is a native of Portsmouth and graduated from Old Dominion University. Henry L. Marsh III was appointed Commissioner of the Virginia Department of Alcoholic Beverage Control by Governor Terry McAuliffe in July 2014. Marsh was elected to the Senate of Virginia in 1991 and served until 2014, representing the cities of Petersburg and Richmond as well as Dinwiddie, Chesterfield and Prince George counties. He was also elected as the first African-American mayor of Richmond in 1977. A native of Richmond, he graduated from Virginia Union University and the Howard University School of Law.
